The Medical Counselling Committee (MCC), Directorate General of Health Services (DGHS), Government of India, issued an important notice on 2 September 2025 for candidates claiming NRI/OCI status or seeking conversion of nationality from Indian to NRI during the ongoing NEET-UG 2025 Counselling.
In continuation of its earlier circulars (25 July, 2 August, and 6 August 2025) and following the revised Ministry of External Affairs (MEA) guidelines dated 30 July 2025, the MCC released an updated list of mandatory documents required to verify NRI status under the NRI quota.
Mandatory Documents for NRI Quota Candidates
Candidates must prepare and email the following documents:
NEET-UG Admit Card and Score Card
Proof of NRI status of parent/relative, such as:
Valid Passport
Visa/Residence Permit/Work Permit
Overseas Citizen of India (OCI) card / PIO card, if applicable
NRI Certificate issued by the Indian Embassy/Consulate
Certificate of Relationship between the NRI relative and candidate, issued by the competent Revenue Authority through a verified Family Tree
Notarized Affidavit by the NRI relative stating financial sponsorship of course fees and living expenses, supported by an NRE Bank Account passbook
Class 10 and Class 12 mark sheets with passing certificates
Birth certificate
Passport of candidate or sponsor (optional)
Candidates must email these documents to ug.nri.mcc@gmail.com between 11:00 AM, 2 September 2025, and 11:00 AM, 4 September 2025. The MCC will reject applications sent before or after the timeline or in multiple emails. Candidates must send all documents in a single email.
Key Counselling Guidelines for NRI Conversion
The MCC clarified the following:
Candidates must re-submit fresh documents for Round-2 if they want consideration under the NRI quota. Documents submitted in Round-1 will not remain valid.
Once a candidate receives NRI quota choices in any counselling round, MCC will treat the candidate as NRI for all subsequent rounds.
Such candidates will lose eligibility for benefits under other categories, including SC, ST, OBC, EWS, Muslim Minority, or Jain Minority quotas.
Candidates must fill and submit the Annexure-I declaration, confirming their NRI claim and acknowledging that any false submission may lead to cancellation of candidature at any stage.
Revised MEA Guidelines for NRI Certification
The MEA corrigendum (30 July 2025) authorized Indian Embassies, High Commissions, and Consulates abroad to issue NRI Certificates to Indian passport holders who qualify as NRIs under Section 6 of the Income Tax Act, 1961. Key points include:
Authorities will determine NRI status by calculating the number of days of stay in India during the previous year.
Amendments under the Finance Act, 2020 specify that Indian citizens or Persons of Indian Origin with income exceeding ₹15 lakh (other than foreign sources) may be deemed residents if not taxed abroad.
The NRI certificate issued by embassies will remain valid for six months from the date of issue.
The MCC advised all aspirants to monitor the official website (www.mcc.nic.in) for updates and instructions on the admission process.
By issuing this notice, the MCC provided NEET-UG 2025 candidates under the NRI quota with a clear, time-bound framework to verify their status, ensuring transparency and uniformity in undergraduate medical admissions.
