The Central Board of Secondary Education (CBSE) has rolled out the Counseling Hub & Spoke School Model for the academic session 2025-26. This initiative strengthens psychosocial support systems in schools by building a collaborative network of Hub Schools and Spoke Schools. Rooted in the vision of the National Education Policy (NEP) 2020, the model focuses on three goals: enhancing accessibility, building institutional capacity, and promoting peer learning in student wellness and counseling.

CBSE has already identified Hub Schools with their respective Spoke Schools for this session. The complete list is available on the official CBSE website along with detailed guidelines. Schools must refer to the CBSE Counseling Hub & Spoke Model document to understand the framework and plan activities effectively.

Roles, Responsibilities, and Collaboration

The new structure gives clear responsibilities to different stakeholders. School Heads and Principals of both Hub and Spoke Schools lead the initiative and ensure proper execution. Counselors and wellness teachers practice the model under their supervision.

Hub School counselors work directly with Spoke School counselors to carry out monthly activities. This partnership promotes shared learning and ensures consistent implementation across schools. Spoke Schools submit their monthly reports to Hub Schools, and Hub Schools consolidate these before uploading a combined report through a Google Form by the 5th of every month. This reporting system builds accountability and allows CBSE to track progress in real time.

By adopting the Hub & Spoke approach, CBSE brings counseling support closer to students. Instead of working in isolation, schools now operate as part of a network where guidance, expertise, and resources flow both ways. This model enables schools with strong counseling systems to support those still developing their capacity, making the entire ecosystem stronger.

To ensure effective rollout, CBSE has sent this notification to school authorities, regional directorates of education, Kendriya Vidyalayas, Navodaya Vidyalayas, Eklavya Model Residential Schools, Sainik Schools, and other affiliated institutions. The board expects every notified school to participate actively and contribute to the program’s success.

The initiative goes beyond compliance. It emphasizes leadership, collaboration, and innovation in how schools address student well-being. Hub Schools act as knowledge centers and guide Spoke Schools with best practices, while Spoke Schools bring their unique perspectives and challenges to the table. This two-way exchange creates a sustainable framework where every school plays an active role.
