CBSE Allows Partial Relaxation in APAAR ID Submission for LOC Data 2025-26

The Central Board of Secondary Education (CBSE) has released an important notification about the mandatory submission of APAAR IDs for Class X and XII students in the 2025–26 session. In a circular dated September 9, 2025 (Ref. No. CBSE/Co-Ord/APAAR ID/2025-2026), the Board announced partial relaxation for linking APAAR IDs with the List of Candidates (LOC). The decision followed concerns from schools about technical delays and administrative hurdles in generating IDs.


What is APAAR?

APAAR, or Automated Permanent Academic Account Registry, comes under the “One Nation, One Student ID” initiative of the National Education Policy (NEP) 2020. It gives students a lifelong academic identity and supports:

  • Seamless academic transitions

  • Easy credit transfers

  • Faster verification for admissions and jobs

  • Better skill gap analysis

CBSE has highlighted these benefits in earlier circulars issued in January, July, and August 2025. The Board urged schools to generate APAAR IDs without delay.


Challenges Schools Reported

Many schools reported difficulties such as:

  • Portal integration errors

  • Mismatches between school data and Aadhaar records

  • Long timelines for corrections

  • Parents withholding consent

These issues slowed APAAR registration and clashed with deadlines for LOC submission.


Key Relaxations by CBSE

To help schools meet the deadlines, CBSE announced specific relaxations:

  • When Parents Deny Consent – Schools must keep a record and mark the entry as “REFUSED” in the LOC.

  • When Technical Issues Block ID Generation – Schools should mark the entry as “NOGEN”.

  • All Other Cases – Schools must generate and record APAAR IDs as per the rules.

These relaxations apply only for the current academic cycle. CBSE made it clear that schools must continue working toward full APAAR coverage.


Wide Dissemination of the Circular

Dr. Banyam Bhardwaj, Controller of Examinations, signed the circular. CBSE shared it with education authorities across India, including Kendriya Vidyalaya Sangathan, Navodaya Vidyalaya Samiti, state directorates of education, Army and Navy education boards, and Eklavya Model Residential Schools. This ensured all CBSE schools follow the same procedure.


What It Means for Schools and Students

For schools, the notification provides relief but also responsibility. They must:

  • Maintain records of parental refusals

  • Accurately mark “NOGEN” cases

  • Report persistent problems to their CBSE Regional Office

For students and parents, the relaxation offers flexibility, especially in cases involving Aadhaar mismatches or delays in consent.


Long-Term Focus

CBSE has reiterated that APAAR IDs remain vital for transparency, accountability, and academic mobility. While the relaxation provides temporary breathing space, the ultimate goal is universal APAAR ID implementation in all schools.
